		<description>Look to rural experience. CLTs have been effective where they have been able to bring together landowner, community and local authority. If you have the demand (people prepared to pay what they can afford), the land (and at cost that fits the affordable finance) and a builder - you don&#039;t necessarily need a developer. 
In my view the landed estate sector offers a massive opportunity for local delivery of affordable housing in rural areas. Estates have land to offer and can take a long term view. Very often the vitality of small communities is of commercial interest to them as they own other parts of it. 
In an urban context substitute public sector site owners for estates - especially as you say local authorities, who will all be reviewing their own estates as they look to shared services and reducing costs.</description>
